What is governance?

Born from within the community, Terra Classic’s governance model allows every member to influence the blockchain’s evolution. Proposals put to a vote can improve the network, support token Burn, expand the ecosystem, or refine certain mechanisms.

Each proposal is open for voting for a set period of time. At the end of that period, the result is validated in accordance with the rules of the Terra Classic protocol and based on the participation of LUNC holders.

The history presented here begins with the launch of RESILIENT VALIDATOR. We publish only those decisions in which we were actually involved.

Migration and Securing the Hyperlane Infrastructure

Summary of the Proposal

Proposal #12230 aims to migrate 13 Hyperlane contracts from Terra Classic to an updated version of the code. This migration notably includes fix #142, which prevents the same validator signature from being counted multiple times to reach the threshold required by the multisignature security modules (ISM).

Why This Proposal Is Important

A vulnerability has been identified in the multisignature modules used for incoming communications from Ethereum, BSC, and Solana. It could allow a single compromised or malicious validator key to artificially meet a threshold that normally requires multiple validators. The proposed migration addresses this vulnerability and, at the same time, updates the other Hyperlane contracts that can be migrated.

RESILIENT VALIDATOR votes YES. Fixing a vulnerability that could affect the validation of cross-chain communications is a necessary security measure. The migration has been documented and verified, and it also brings the relevant Hyperlane contracts in line with a more recent version of the code.

Governance Takes Control of the Hyperlane Infrastructure

Summary of the Proposal

Proposal #12229 aims to transfer ownership of 12 contracts—which make up the Terra Classic-side Hyperlane infrastructure—to the Terra Classic governance body. These contracts are currently controlled by the Wallet that deployed them. Once adopted, any changes within the owner’s purview will require a governance decision.

Why This Proposal Is Important

Hyperlane is a cross-chain infrastructure that enables, among other things, transactions between Terra Classic and other blockchains. The proposed transfer eliminates the reliance on individual Wallets, placing these contracts under the collective control of Terra Classic’s governance. It thereby enhances the decentralization of control over a strategic infrastructure.

We believe that strategic infrastructure used by Terra Classic should not be subject to the control of a single Wallet when its management can be entrusted to the chain’s governance. This proposal also represents a logical step toward securing and ensuring the long-term sustainability of the Hyperlane infrastructure.

Fund Terra Classic Security Audit by SolidProof & Corrections by OrbitLabs

Summary of the Proposal

The proposal aims to have SolidProof conduct a thorough security audit of the Terra Classic core, followed by the necessary fixes by OrbitLabs. The goal is to identify potential vulnerabilities in code that has evolved significantly since the last audit, which was conducted in 2020.

The proposal estimates a cost of $70,800 for the SolidProof audit, to be paid in advance, plus $20,000 for OrbitLabs’ remediation work, to be paid upon completion. An additional reserve is set aside to cover, among other things, fluctuations in the LUNC price, with any remaining funds to be returned to the Community Pool.

Since the vote began, an alternative solution involving an audit by Oak Security has been proposed. This option would be less expensive, and the fixes would be handled at no additional cost by Renzo and Till, two well-known L1 contributors to Terra Classic. However, this second solution remains, as of now, in the discussion phase and is not yet a definitive on-chain proposal.

Why This Proposal Is Important

The security of Terra Classic’s core is a major issue for the ecosystem’s long-term viability. The proposal also notes that certain partner exchanges reportedly emphasized the importance of having a recent audit in the event of a major breach. Since none of these exchanges are publicly identified in the text, RV considers this information to be an argument presented by the proposal’s authors rather than an independently verified fact.

RV initially voted YES, believing that a new security audit was warranted. The subsequent emergence of the Oak Security alternative led us to reconsider this vote.

This alternative is less expensive and relies on Renzo and Till for the fixes, whose experience with Terra Classic is a significant factor. However, it is based on a different organizational structure: the auditor and the individuals responsible for the fixes on a pro bono basis are separate, whereas the proposal currently up for a vote provides for paid professional services for both the audit and the fixes, with defined deliverables.

RV therefore considers that the existence of this alternative is important information for the community, but that it does not, at this stage, justify changing its initial vote. RESILIENT VALIDATOR maintains its YES vote on the proposal currently under governance consideration.

RV considers the security audit necessary.
The first proposal is more expensive, but it combines a professional audit with a paid correction service within a defined framework.
The Oak alternative is less expensive and relies on the announced involvement of two recognized L1 contributors, Renzo and Till, for the corrections.
This involvement is an important element of the alternative, but it has not yet been formalized in a definitive on-chain proposal and further separates the responsibilities between the auditor and those responsible for the fixes.
After reviewing these new elements, RV considers that the existence of the alternative is not sufficient, at this stage, to call into question its initial vote in favor of the proposal put to a vote.
